An aerial picture dated March 12, 2011 shows Tokyo Electric Power Co.'s Fukushima No. 1 nuclear power plant in Fukushima Prefecture, northern Japan, after it was hit by a powerful earthquake. Part of nuclear fuel rods was exposed to air. 地震翌日の３月１２日には､ブローアウトパネルは全号機閉鎖されており､１号機の爆発後は２号機のみ開放されています｡３、４号機溶接説を少なくとも否定はできません｡この写真で見る限り､ブローアウトパネルは､地震で外れたわけではなさそうです｡なぜ、２号機のみ開放したのか､東電の説明はあるのでしょうか｡
